Statement of Prohibited Goods

 

本清单是根据相关部门法律法规要求整理的禁止从大陆地区输出的商品及提供的服务的信息清单。本平台有权利根据法律规定、监管要求及平台自身规定对清单信息做增删和修改，但不保证清单的完整性、及时性和准确性，最终以现行有效法律法规规定和阿里巴巴平台最新公告为准。

（一）毒品、易制毒化学品及毒品工具

1、各种烈性毒药；

2、鸦片、吗啡、海洛英、大麻以及其它能使人成瘾的麻醉品、精神药物；

（二）易爆物、危险品、化学品

1、爆炸物：列入《民用爆炸物品品名表》的各类火药、炸药及其制品和雷管、导火索等点火、起爆器材；

2、农药：农业部《中华人民共和国进出口农药管理名录》中规定的农药；

3、石棉

4、1,2-二溴乙烷、二溴氯丙烷、艾氏剂、七氯、毒杀芬、多氯联苯、多溴联苯、地乐酚及其盐和酯；二硝酚、狄氏剂、异狄氏剂、氟乙酸钠、2,4,5-涕及其盐和酯、三(2,3-二溴丙基)磷酸酯、联苯胺（4,4’ -二氨基联苯）、氟乙酰胺（敌蚜胺）、杀虫脒、二恶英、呋喃、四氯化碳（用于清洗剂的）、l、1、1—三氯乙烷（甲基氯仿）（用于清洗剂的）、三氯三氟乙烷（CFC—113）（用于清洗剂）；

5、硅砂、石英砂、其他天然砂；

6、带有危险性病菌、害虫及其它有害生物的动物、植物及其产品；

7、有碍人畜健康的、来自疫区的以及其它能传播疾病的食品、药品或其它物品。

（三）枪支弹药及配件

各种武器、仿真武器、弹药及爆炸物品；

贵重中药材 国家已明确禁止出境的中药材及成药有：麝香、蟾酥、虎骨、犀牛角、牛黄等（不含配以微量麝香、蟾酥的成药，如麝香还阳膏、六神丸等，但包括含犀牛角和虎骨成分的药品）；

（四）医疗器械

1、注射器（不论是否装有针头）、管状金属针头、缝合用针、其他针（导管、插管）及类似品；

2、心电图记录仪、B型超声波诊断仪、彩色超声波诊断仪、未列名超声波扫描装置、核磁共振成像装置、闪烁摄影装置、病员监护仪、未列名电气诊断装置、紫外线及红外线装置；

3、牙钻机（可与其他牙科设备组装在同一底座上）、装有牙科设备的牙科用椅、牙科用未列名仪器及器具；

4、眼科用其他仪器及器具、听诊器、血压测量仪器及器具、内窥镜、肾脏透析设备（人工肾）、透热疗法设备、输血设备、麻醉设备、其他医疗（外科或兽医）用仪器及器具、X射线断层检查仪、其他牙科用X射线应用设备、其他医疗（外科或兽医）用X射线应用设备、低剂量X射线安全检查设备、未列名X射线的应用设备、医用；

（五）非法用途产品

无线电收发信机、通信保密机；

（六）货币及收藏品

1、国家货币；

2、外币及其有价证券；

3、伪造的货币及伪造的有价证券；

4、珍贵文物及其它禁止出境的文体，一般文物；

5、金银等贵重金属及其制品；

6、板、片状、未锻造或粉末状铂；

（七）动植物及捕杀工具

1、濒危的和珍贵的动物、植物（均含标本）及其种子和繁殖材料（凡列入国家濒危物种进出口管理办公室、海关总署于2002年发布的《进出口野生动植物种商品目录》中的野生动植物或其产品，以及国家认定的珍贵动物、珍稀植物或其产品，均实行濒危物种进出口管理）；

2、虎骨、犀牛角、牛黄、麝香、麻黄草（包括药用、香料用及其他用途）、发菜（包括冷、冻、干或鲜发菜）；

3、特有珍稀物种，如白氏贝、企鹅贝和白蝶贝；

4、木材：用油漆、着色剂等处理的原木、其他方法处理的其他原木（包括针叶林木、红柳桉木、柚木、热带原木、栎木、山毛榉木、楠木、樟木、红木、泡桐木、其他未列名非针叶原木）（用油漆、着色剂、杂酚油、或其他防腐剂处理的除外）；

5、木炭：截面直径>4cm、长度>10crn棒状木炭、非圆型截面的棒状木炭，泥炭（草炭）；

6、未经化学处理的森林凋落物（包括腐叶、腐根、树皮、树叶、树根），经化学处理的森林凋落物（沼泽湿地中，地上植物枯死腐烂堆积而成的有机矿体；

7、其他动植物及制品：根据《中华人民共和国进出口动植物检疫条例》、农业部国家质量监督检验检疫总局第1712号，中华人民共和国濒危物种进出口管理办公室 海关总署联合公告2013年第6号（关于《进出口野生动植物种商品目录》）的相关规定：动物活体（家畜、家禽、野生动物、蜜蜂、鱼、蚕等）、动物产品（生的皮张、毛类、肉类、脏器、油脂、血液、蛋类、精液、骨、蹄、角等）、植物（栽培植物、野生植物及其种子、苗木、繁殖材料等）。植物产品（粮食、豆类、棉花、油类、麻类、烟草、籽仁、干果、鲜果、蔬菜、生药材、原木、饲料等）均需进行检验检疫；

（八）危害国家安全及侮辱性信息

1、对中国政治、经济、文化、道德有害的印刷品、胶卷、照片、唱片、影片、录音带、录像带、激光视盘、计算机存储介质及其它物品；

2、内容涉及国家秘密的手稿、印刷品、胶卷、照片、唱片、影片、录音带、录像带、激光视盘、计算机存储介质及其它物品；

（九）赌博/游戏工具

电视电子游戏机、投币式电子游戏机、投币式其他游戏用品、其他电子游戏机；

（十）其他海关禁止出口的物品。

（十一）假冒商品及盗版商品。假冒商品包括假冒注册商标或假冒他人厂名、厂址的商品。

（十二）营养、维生素、补充剂、草药、基于订阅的自然健康产品。

This list is compiled based on the legal and regulatory requirements of relevant departments, detailing the information of prohibited goods and services to be exported from the mainland area. This platform has the right to add, delete, and modify the list information according to legal regulations, regulatory requirements, and its own regulations, but does not guarantee the completeness, timeliness, and accuracy of the list. The current and valid laws and regulations and the latest announcements of the Alibaba platform shall prevail.

（一）Narcotics, Precursor Chemicals, and Drug Manufacturing Tools

1. Various highly toxic drugs;

2. Opium, morphine, heroin, cannabis, and other addictive narcotics and psychotropic drugs;

（二）Explosives, Dangerous Goods, and Chemicals

1. Explosives: all kinds of gunpowder, explosives, detonators, and igniters such as detonating cords listed in the "List of Civil Explosives";

2. Pesticides: pesticides specified in the Import and Export Pesticide Management Catalog of the Ministry of Agriculture;

3. Asbestos

4. 1,2-Dibromoethane, 1,2-Dichloroethane, Aldrin, Heptachlor, Endosulfan, Polychlorinated Biphenyls, Polybrominated Biphenyls, Dieldrin and its salts and esters; Dinitrophenol, DDT, Methoxychlor, Sodium Fluoroacetate, 2,4,5-T and its salts and esters, Tris(2,3-dibromopropyl) phosphate, Benzidine (4,4’-Diaminobiphenyl), Fluoroacetamide (Compound 1080), Mirex, Dioxins, Furans, Carbon tetrachloride (used as a cleaning agent), 1,1,1-Trichloroethane (Methyl chloroform) (used as a cleaning agent), Trichlorotrifluoroethane (CFC-113) (used as a cleaning agent);

5. Silica sand, quartz sand, other natural sands;

6. Animals, plants, and their products containing dangerous pathogenic microorganisms, pests, and other harmful organisms;

7. Food, medicines, or other items that are harmful to human and animal health, originating from epidemic areas, and capable of spreading diseases.

（三）Firearms, Ammunition, and Accessories

All kinds of weapons, simulated weapons, ammunition, and explosives;

Precious Chinese Medicinal Materials: Chinese medicinal materials and medicines explicitly prohibited from exiting the country include musk, toad venom, tiger bone, rhinoceros horn, and bezoar, among others (excluding medicines containing trace amounts of musk and toad venom, such as musk healing ointment, liushen pill, but including medicines containing rhinoceros horn and tiger bone ingredients);

（四）Medical Devices

1. Syringes (regardless of whether they are equipped with needles), metallic needle tubes, suturing needles, and other needles (catheters, intubation) and similar products;

2. ECG recorder, B-type ultrasound diagnostic device, color ultrasound diagnostic device, unnamed ultrasound scanning device, MRI imaging device, scintillation camera, patient monitor, unnamed electrical diagnostic device, ultraviolet and infrared devices;

3. Dental drill (can be assembled with other dental equipment on the same base), dental chair equipped with dental equipment, unnamed dental instruments and apparatus;

4. Other medical (surgical or veterinary) instruments and apparatus, X-ray CT scanner, other dental X-ray application equipment, other medical (surgical or veterinary) X-ray application equipment, low-dose X-ray security inspection equipment, unnamed X-ray application equipment, medical;

（五）Products for Illegal Use

Radio transceivers, communication security equipment;

（六）Currency and Collectibles

1. National currency;

2. Foreign currency and its negotiable securities;

3. Counterfeit currency and counterfeit negotiable securities;

4. Precious cultural relics and other prohibited cultural and sports items, general cultural relics;

5. Precious metals such as gold and silver and their products;

6. Sheet, plate, unprocessed or powdered platinum;

（七）Animals, Plants, and Hunting Tools

1. Endangered and precious animals, plants (including specimens), their seeds and breeding materials (all wild animals or their products listed in the "Import and Export List of Wild Animals and Plants" issued by the State Endangered Species Import and Export Management Office and the General Administration of Customs in 2002, and precious animals, rare plants or their products recognized by the state are subject to import and export management of endangered species);

2. Tiger bone, rhinoceros horn, bezoar, musk, Ephedra (including medicinal, spice, and other uses), hair moss (including cold, frozen, dried, or fresh hair moss);

3. Unique and rare species, such as Baiji bai, penguin bai, and white butterfly bai;

4. Timber: untreated raw timber (including coniferous timber, red eucalyptus, teak, tropical timber, oak, poplar, aspen, camphor, mahogany, paulownia, and other unnamed non-coniferous timber) (excluding those treated with paint, dyes, creosote, or other preservatives);

5. Charcoal: stick charcoal with a cross-sectional diameter >4cm, length >10cm, non-circular cross-sectional stick charcoal, peat (turf);

6. Untreated forest litter (including rotting leaves, rotting roots, bark, leaves, roots), chemically treated forest litter (organic mineral formed by the accumulation of dead and rotting vegetation on the surface in swamp wetlands;

7. Other animals, plants, and their products: according to the "Regulations of the People's Republic of China on Import and Export Quarantine of Animals and Plants," Announcement No. 1712 of the General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China, and the State Endangered Species Import and Export Management Office of the General Administration of Customs Joint Announcement No. 6 of 2013 (related to the "List of Import and Export of Wild Animal and Plant Species"), living animals (livestock, poultry, wildlife, bees, fish, silkworms, etc.), animal products (raw hides, fur, meat, organs, fats, blood, eggs, semen, bones, hooves, horns, etc.), plants (cultivated plants, wild plants and their seeds, seedlings, breeding materials, etc.) and plant products (grains, legumes, cotton, oilseeds, hemp, tobacco, kernels, dried fruits, fresh fruits, vegetables, medicinal herbs, logs, fodder, etc.) must undergo quarantine inspection;

（八）Items Harmful to National Security and Offensive Information

1. Printed matter, films, photographs, records, tapes, laser discs, computer storage media, and other items harmful to China's politics, economy, culture, and morality;

2. Manuscripts, printed matter, films, photographs, records, tapes, laser discs, computer storage media, and other items involving state secrets;

（九）Gambling/Gaming Tools

Television electronic game consoles, coin-operated electronic game consoles, other coin-operated gaming equipment, and other electronic game consoles;

（十）Other items prohibited from export by customs.

（十一）Counterfeit and Pirated Goods. Counterfeit goods include those with counterfeit registered trademarks or counterfeit manufacturer names and addresses.

（十二）Nutritional, Vitamin, Supplement, Herbal, and Subscription-based Natural Health Products.
